People are the problem with self-driving cars. It doesn't matter how safe it gets, when accidents will happen, and they will, people are going to sue Tesla over and over. This happened with the general aviation manufacturers. They were sued to the point they stopped manufacturing small airplanes such as Cessnas and Pipers. The only way that the system might work is to have exclusive self-driving areas like downtown areas, or certain highways, where it would prohibited to drive manually, and have the whole system take over.
