Personally, If I was interested in devising a "lay all" strategy – I would select races carefully. IRE Front runners or focussing on specific distance races …
Good when it works but is up and down
Did 8 of these on small stakes this week (as football is limited at the moment). Won 5 lost 3 giving a slight profit; however I agree with the findings from ARB HUNTER, and below comments, that if this was done on a sustained basis then a 62.5% win-rate would not be maintained, and losses would follow on. So this strategy is canned for me.

Back all the outsiders up to the top 3 faves, leave out the favorites going for the big prices.
I have found in most races if you lay at 1.8 then you normally end up matching two horses and you end up with a profit of £1.25 for a lay of £6.25 (that is taking into account the 5% Betfair Commission) The draw back is when you only match one you end up losing £5…. If you are selective you might be able to win in the long run. But a word of warning this will never work on horse races with low liquidity for sample American and Ausralian horse racing. On the plus side if you match three or more horses you can make a decent profit.

Just got Tomorrow Mystery beat layed at 1.6 this horse was around evens at the off. The thing i find if you lay short priced favs in running you will do a lot better than laying everything because those favs have not dropped much in price in the first place. You lay a 10/1 in running at 1.6 it will probably win because it has dropped from 10/1
Just layed Galvin at Ayr at 1.6 it got beat. Now 8 successful lays from 15 lay bets all at 1.6 so nicely in profit. I don't think laying all runners will ever work.
I have been laying favs between the odds of 2.0 up to about 2.8 in running at odds of 1.6 I have had 14 bets this week and i've got a 50% sr i can only do this part time but i'm in profit obviously because i'm laying at 1.6 with that sort of sr

4,136 horses traded at 1.5 or lower inplay in 2017. returning you £39,705 to £10 stakes after 4% comm.
10,284 horses won the races losing you £51,420 laying to win £10 @ 1.5.
Net Loss of £11,715.
do you think laying the fav at start of race to miss the jump off might work.
