You can delete Core World Capital and place it in any place anytime, it's better to place it near places where you will build your first buildings (or manufacturing quarters), not where you will have maximum +1 bonuses, like you said at 3:00. And it's a Population type building, you should build other population buildings around it, since it gives maximum population slots for a planet and income bonuses, not just use it as +1 to everything.
