4 years too late, but there is another thing with the cannery: If you close in to Theodore without killing him, he will surrender and you can spare him. As a reward, you additionally get between 12 and 100 caps from him every few days.

I find it so cool residents in Vault 81 are finally going out exploring on their own.. Rylee seems to hold her own pretty good
Not sure if it’s a personal glitch or not, but I cannot ask Rylee to join a settlement. There might be a requirement I havent met yet. Also, if I talk to Rylee first, I can no longer question Theo about the sick people. It’s odd. Anyone else have this?

Edit: I swear this game is so broken. Turns out I had to go and build a level three general store first then talk to her. But when I successfully recruited her and tried to go back inside to talk to the factory man he just tried selling me stuff instead of prompting the quest 🤦♀️🤦♀️🤦♀️

Theodore Collins voice is my favorite in the fallout series it's cute.
When you follow Rylee out side and if get her to agree to work for you, then don't go back inside. You need to escort her to the settlement of choice because Rylee doesn't exactly take the most efficient route and will pass a number of hazards and enemies along the way, everything from Gunners to Super Mutants. Once you get her settled into her new home, do not go back to the cannery and start the mystery meat quest. For some reason that will cause her to disappear from your settlement. You can go to the cannery to collect the barter bobblehead and magazine, and kill the bad guy but don't start the quest.
